During Installation or Upgrade DB User is Locked on the DB Configuration Console
The DB user is locked at the console page with an error message: “Your login failed for this database user. Please verify that you have specified the correct login and password for your database user.”
You will see this in debug logs:

Check to make sure the Connect user has adequate local permissions on SQL to allow updating the Connect database. To resolve the specific account locking issue, uncheck the status of the Connect user on its Login Properties: DB engine -> Security -> Logins -> Right click properties on SA (or Connect User with local SA for the upgrade/installation) and uncheck “Login is locked out” status.
