"Web Standards ROI"

"Web Standards ROI": I got pointed to this essay by Jeffrey Veen, but I'm not sure it makes its point... D. Keith Robinson publishes billable hours for projects done in 2001, 2003 and 2004. As is often the case, the phrase "web standards" is presented without a functional definition, although "CSS" is mentioned three times. (PNG and VRML are actual Standards, while only CSS 1.0 is even a full W3C Recommendation, so I really try to check what specifics people intend when they use that phrase "web standards".)
