    International keyboard short cut sets would be a wonderful addition. This is one of the short cuts that just dosen’t work on non-english keyboards.

    Your colleagues working on InDesign have solved the issue by shipping the InDesign app with all international versions of short cuts. Maybe Photoshop would be updated to become a bigger key monster in the future?
