The developer centers that used to be located at partners.adobe.com have been moved to http://www.adobe.com/devnet . I've written up an article about this transition - you can see it (and a goofy picture of me) at http://www.adobe.com/devnet/logged_in/mnr_dev_resources.html .
As part of the merge between the Macromedia and Adobe developer programs, we need to create a common experience between the two developer centers. Over time, you'll see better navigation tools and greater consistency - this is a great first step towards that goal.
Finding a developer center is pretty easy. Just go to adobe.com/devnet, and enter the name of the product.
